Anything with a red undertone will bring out the color of your eyes. Browns, purples, taupes, and pinks will look good on you.
At thirteen, I really wouldn't worry too much about getting expensive makeup. Personally, though, I love mac.
As for how to apply it, it all depends on your style. My little sister is thirteen, and her favourite way is to apply tons of a bright color up to her crease, combined with a bunch of black eyeliner. I really don't recommend this, but it's what she likes. (And no, she's not trying the whole emo or goth thing.)

Bare Minerals is the best, it's not cheap, but it is much better for your skin and you are at an age where the cheap stuff can cause more problems than the savings is worth! Eye shadow is best if applied with a brush rather than the applicators made of sponge. Light strokes from the outside of your eye in, start with the lightes color at the top, you can ad darker colors over so where isn't as important, darkest color on the bottom along your eyelashes to the outer corner, medium color above the darker color and in the inner corners to blend, take a large clean makeup brush over the whole thing to knock off excess and blend. Mascara should be worn lightly during the day, an extra coat for night functions is OK, but not too much or you'll wind up with terantula eyes. Blush should be applied before eyeshadow so there is no competition. Powder bases are more comfortable and easier to adjust than liquids, they also are less likely to clog pores. Once finished use a finishing powder over the whole thing to blend and give a natural look. As for your lips at your age stick to gloss. Take your time and experiment, use pictures you find of women who have applied their makeup in a manner you find attractive and suited to your facial type as a guide. I'd stick with earth tones for your eyes for now, browns, soft greens, even light rusts. Avoid purple, blue, red, yellow, or other overly dramatic colors until you are older and have a bit more experience applying make up. The third step is to use your darkest color as a liner and apply along your lash line. To insure shadow will not flake, dampen your eyeliner brush before applying shadow. This will make it last longer.
Once your foundation is on, gradually apply lighter shades first, slowly working up to your final color. An important fact to remember is, use colors that blend together naturally. It's not where you place the colors: it's that they work together and blend together invisibly.
TIP: You do not want this to look like three separate colors.

How can I get perfect eyes using eye shadow?
I love the look of certain girls where they put on their eye shadow and the ends towards the outside of the face look even and well defined. How can I actually achieve that look.How can I get perfect eyes using eye shadow?

Go darker on the lower part of your lid, then lighter on the top. It adds definition to our your eyes and makes them really pop.
Just a hint...for blue eyes...never use blue eye shadow! It disrupts your skin ton. Also, stay with natural colors...earth tones. =) Good Luck

Another product would be a water proof eyeshadow kit that helps a lot and stays 4 2 or 3 days it can be removed only by applying a moisturing cream or baby oil. After appyling the cream or oil use a cotton ball dipped in water and wipe.
You can carry a kit with you .
apply a glossy shadow that is either clear or matches the shadow....it'll stick longer....and apply it to the crease as well so that there is less chance that it will go there....GOOD LUCK

You need to add a primer to your eyemake up routine.
Benefit make an excellent product called Lemon Ade, a primer specifically designed to make your eyes look brighter, and hold you eyeshadow in place to prevent creasing.

the reason my eyeshadow creased was oil. i made a lot of beauty changes at once so i can't say which is best...
1. Use a high-pigment eyeshadow like MAC or l'oreal HIP
2. Wash, moisturize, then apply foundation (whether liquid or mineral powder) on lids (I do my whole face)
3. Use a pencil eyeliner over the whole lid, and with a good brush smooth it out evenly. Apply eyeshadow over that and it should stick like glue

Another product would be a water proof eyeshadow kit that helps a lot and stays 4 2 or 3 days it can be removed only by applying a moisturing cream or baby oil. After appyling the cream or oil use a cotton ball dipped in water and wipe.
You can carry a kit with you .
apply a glossy shadow that is either clear or matches the shadow....it'll stick longer....and apply it to the crease as well so that there is less chance that it will go there....GOOD LUCK

Benefit make an excellent product called Lemon Ade, a primer specifically designed to make your eyes look brighter, and hold you eyeshadow in place to prevent creasing.

the reason my eyeshadow creased was oil. i made a lot of beauty changes at once so i can't say which is best...
1. Use a high-pigment eyeshadow like MAC or l'oreal HIP
2. Wash, moisturize, then apply foundation (whether liquid or mineral powder) on lids (I do my whole face)
3. Use a pencil eyeliner over the whole lid, and with a good brush smooth it out evenly. Apply eyeshadow over that and it should stick like glue

I always make sure to add a touch of foundation to my lid and let it dry completely and then I use Bare Canvas Paint by MAC under my eyeshadow. It definitely helps...Also...um I think L'Oreal makes a cream eyeshadow...that works fairly well if you put a thin layer on under your eyeshadow.

Also, you should only apply up until you're lashes reach up to but no more than that specific point limit. EMPHASIZE ON THE NEVER! And oddly enough, don't wear anything too flashy--too tacky and way too cocky. Also, it makes you look exotic, ironic and naiive. So trust me, cut down on the odd, dark colors!

the best way to go if you have blue eyes is to go to the opposite side of the color wheel (oranges, yellows, and brown's). These will all make your eyes pop and show off the beautiful blue they are.
I watch ';What Not to Wear'; quite often, and every time when they give makeup advice for girls with blue eyes recommend a brown shade or a soft gold.
The neutral colors will make your eyes stand out and will make those boys whistle :)

I don't cover my entire eye lid with the stuff. I just make a line right above my eye lashes.

the best way to go if you have blue eyes is to go to the opposite side of the color wheel (oranges, yellows, and brown's). These will all make your eyes pop and show off the beautiful blue they are.
I watch ';What Not to Wear'; quite often, and every time when they give makeup advice for girls with blue eyes recommend a brown shade or a soft gold.
The neutral colors will make your eyes stand out and will make those boys whistle :)

Mascara is also v. good to use. It really depends on your style and face shape and structure. Just experiment and find a look that your happy with :]

**and just a tip...light colors will make your eye look smaller...darker colors will make it stand out more. And make sure to use eyeliner on the top eyelid lash-line only! outlining the bottom eyelid lash-line in conjunction with the top makes you have itty-bitty asian eyes! D: especially with black! Colored hues are not as bad, and you can get away with it if its a rich color like the Eggplant color I mentioned above.

Use a highlighter on for the base of your eyelid and use a golden/bronze cream eye shadow. For a more defined look use darker colours at the bottom and gradually make the lid lighter as you go towards the top. Good luck! X

I reccomend a brown mascara or a dark purple one if you can find it, if not black works just fine.

I am the same Colour, and Lucky for us we can wear any colour. Any bright colour will pop against you skin.
What I usually wear is Lavender Sky by MAC, so pretty if its to much over the entire lid just put in the inner corners. Scrumptious Olive By MAC is great too ( A gold olive colour)
Bronze (Also by mac) and you can even skip your blush and wear bronze, for a goddess look! would be really pretty too...Like orangy, pink, gold colours. Personally I love golds for that earthy mother nature look. :)
Pink's are beautiful (Cranberry is a deeper pink and Sushi Flower is a brighter pink MAC)...Sometimes i get really bold and wear Bright blue eyeshadow (Freshwater by MAC) as my eyeliner (work up to this step)

You need to try, of course the golds, but also darker colors like this black eyeshadow that I use that has some gold undertones to it. White shadow/eyeliner in the corner of your eyes would bring out your eyes as well. Don't use any bold colors like blue and green because they will make you look awkward and ghetto. i think bronze would look AMAZING!!! no joke. it would definitely bring out the warmth in your face. for going out, i think sky is the limit. Bright fun, almost highlighter colors would look fun and funky and the pop of color against your skin would look cute. and as far as cosmetics go....i have no idea but id suggest cover girl because i heard they just opened a queen collection that is specifically targeted for african american women =)
Tonewise I'm more Gabrielle Union that Sanaa (hey, girlfriend!) and I find that golds and greens look absolutely smashing on me. I also like purples and blues. Experiment! Try everything and see how it goes with different outfits, different makeup looks on the rest of your face and so on. Have fun!

Def try any shade of purple! Also dark green and navy blue are good. Just keep the rest of your makeup neutral if you go with a brite eye color. Try gold on your lid and dark green in the crease. Blend it , add black eyeliner, mascara, a touch of bronzer and slap on some tan gloss. Voila!

What I usually wear is Lavender Sky by MAC, so pretty if its to much over the entire lid just put in the inner corners. Scrumptious Olive By MAC is great too ( A gold olive colour)
Bronze (Also by mac) and you can even skip your blush and wear bronze, for a goddess look! would be really pretty too...Like orangy, pink, gold colours. Personally I love golds for that earthy mother nature look. :)
Pink's are beautiful (Cranberry is a deeper pink and Sushi Flower is a brighter pink MAC)...Sometimes i get really bold and wear Bright blue eyeshadow (Freshwater by MAC) as my eyeliner (work up to this step)

You need to try, of course the golds, but also darker colors like this black eyeshadow that I use that has some gold undertones to it. White shadow/eyeliner in the corner of your eyes would bring out your eyes as well. Don't use any bold colors like blue and green because they will make you look awkward and ghetto. I'm surprised that you use silver because I would think that the color wouldn't look that great...well, i guess it depends on the shade of grey. hope that helps. i think bronze would look AMAZING!!! no joke. it would definitely bring out the warmth in your face. for going out, i think sky is the limit. Bright fun, almost highlighter colors would look fun and funky and the pop of color against your skin would look cute. and as far as cosmetics go....i have no idea but id suggest cover girl because i heard they just opened a queen collection that is specifically targeted for african american women =)
Tonewise I'm more Gabrielle Union that Sanaa (hey, girlfriend!) and I find that golds and greens look absolutely smashing on me. I also like purples and blues. Experiment! Try everything and see how it goes with different outfits, different makeup looks on the rest of your face and so on. Have fun!

Def try any shade of purple! Also dark green and navy blue are good. Just keep the rest of your makeup neutral if you go with a brite eye color. Try gold on your lid and dark green in the crease. Blend it , add black eyeliner, mascara, a touch of bronzer and slap on some tan gloss. Voila!

How can I prevent eye shadow from falling into eyes?
I have contacts and a dry eye problem. Basically, my eyes don't produce the normal amount of tears. My contacts are great - the Oasis silicon type. However, when I wear eye shadow, my eyes can't flush out the sparkle dust that falls into them. I rub my eyes so much that everything gets wiped off after about 30 mins and I have to take my contacts out.
I recently bought an eye shadow prep cream from Urban decay but haven't tried it yet. Is there anything else I can do?? Some tricks, etc?

I have had my make up done at MAC and they do have some good suggestions but I am looking for my eyes to stand out a bit more. I don't do makeup like MAC but I work for special effect makeup and when you try to bring out small eyes I definitely recommend using:
*fake eyelashes
*try a covering the lid of your with gold creamy eye shadow, following with a similar gold power
*shadow your eye with a dark brown, making the corner of your eye he heaviest
*instead of a liquid eyeliner or pencil, get an eyeliner brush and take dark brown shadow and place it under your eye
*above you eye you want to use either a very light white shimmer or a VERY light shimmery pink (where ever you put these colors your eye will pop)

I think the best color is a deepish eggplant for our eye color, but if you don't think that will work and you don't want such a ';crazy'; color, maybe a light green or cream color would look nice.

do NOT Put any thing wet, oily or with a cream base on your lids. dust your lids with translucent powder before you apply your eyeshadow. (this will soak up any oils in your skin)

Apply a clear gloss first and it works GREAT or use a cream eyeshadow by MAC
I use what they call a eye shadow base(it is a very creamy version of regular base but it is just for the eye lids) I goes on after the regular base before the powder and of course the eye shadow!(if you do not have to wear regular base you can still use the eye shadow base. Just put it on before the powder.) I get mine from Avon.
put fundation on ur eyes
MAbye you have too oily skin, esp the eyelid area.
Use special product for dry skin and use make up base for eyes may help.
Read make up tips and get free sample here.
To prevent powder eyeshadow from creasing, apply a small amount of concealer and then translucent powder to the eyelid before you apply the eyeshadow itself
well i know if you add a tad of water before you add the eyeshadow on the brush that helps and it britens the color too
Before applying eyeshadow, use a prep and prime for eyes by mac. This will allow the shadow to stay on and look smooth. If you are using a pink eye shadow, put it on carefully on the whole lid blend well. Then use a lighter shade of pink shadow over it. Finally use a shimmery colour on the centre of the eyes, blend well. If you want to use glitter, go ahead and put it on the centre of the eyes, but take a wee bit of vaseline on the tip of you finger and dab it on gently on the eye lids, where you want the glitter, then add the glitter on with an eye shadow brush. Theres lots of nice glitters available by Kryolan or Mac. This layering of the eye shadows will help the shadow stay on for a longer period of time. Be warned not to use too much vaseline! as if will remove your eye shadow. Good luck

i have serious problems with this too. but i've experimented a little and noticed that when i put a powder foundation on my eyelids right before i put my eyeshadow on it stays put for a lot longer and doesnt crease as much. i hope this helped you out.
Use concealer or eye primer on your lids--not foundation, too moisturizing. Top off with a little loose powder.
Keep moisturizer and creams off your lids. You're going for dry on the lids.
Also, use a good quality eye shadow.
Some make-up companies have eye shadows that you can wet. All you have to do it dampen the brush, tap it in the color you want, and then lightly put it on. However, only some companies allow that. Good Luck!

Gah! I forgott the name of this great product that you can use on your face. Well its this liquid that you spray a bit on your face after applying your makeup and it should hold for hours.
try some water-proof ones.
or try wet the shadow-tip and apply the shadow with that tip.
use a good foundation under and dust with loose powder over. Spritz or use ice cubes to set.
don't put foundation on ur eyes! it will make under you eyes look oily because the liquid runs! i have the same problem but then i asked my aunt shes a make up artist what to do!!! if you put saltwater on ur eyes with a cotton ball not to much to wear it tears then let it dry ur eyeshadow won't come off or crease! because the salt hold a certain formula and that certain formula is in eyeshadow! hope i helped!!!! =) plus the salt removes that oils from ur eye lids!
You can either use a little foundation and powder, or use a ';primer';...Mary Kay has an eyeshadow primer that works wonders. I wear it and my eyeshadow stays on all day, and holds it's color. Be sure to moisturize your eyes...if you skip putting moisturizer on your eyes your skin is dry on the eyelid, and that hinders the colr and staying power of your eye makeup.

i have serious problems with this too. but i've experimented a little and noticed that when i put a powder foundation on my eyelids right before i put my eyeshadow on it stays put for a lot longer and doesnt crease as much. i hope this helped you out.
Use concealer or eye primer on your lids--not foundation, too moisturizing. Top off with a little loose powder.
Keep moisturizer and creams off your lids. You're going for dry on the lids.
Also, use a good quality eye shadow.
Some make-up companies have eye shadows that you can wet. All you have to do it dampen the brush, tap it in the color you want, and then lightly put it on. However, only some companies allow that. Good Luck!

Gah! I forgott the name of this great product that you can use on your face. Well its this liquid that you spray a bit on your face after applying your makeup and it should hold for hours.
try some water-proof ones.
or try wet the shadow-tip and apply the shadow with that tip.
use a good foundation under and dust with loose powder over. Spritz or use ice cubes to set.
don't put foundation on ur eyes! it will make under you eyes look oily because the liquid runs! i have the same problem but then i asked my aunt shes a make up artist what to do!!! if you put saltwater on ur eyes with a cotton ball not to much to wear it tears then let it dry ur eyeshadow won't come off or crease! because the salt hold a certain formula and that certain formula is in eyeshadow! hope i helped!!!! =) plus the salt removes that oils from ur eye lids!
You can either use a little foundation and powder, or use a ';primer';...Mary Kay has an eyeshadow primer that works wonders. I wear it and my eyeshadow stays on all day, and holds it's color. Be sure to moisturize your eyes...if you skip putting moisturizer on your eyes your skin is dry on the eyelid, and that hinders the colr and staying power of your eye makeup.
dont blink too much , lol just kidding .
i think you should put foundation/cream on first. so you won't have that creasing look

I'm wearing a dress that is red but with a sheer black fabric over it so that it looks like a really deep and dark red. I'm fair skinned with light brown (almost a golden blond color) hair. I'm not sure what color of eye shadow would look best for prom. I don't want anything too dark or dramatic, but something that will look good and attractive with my dress and complexion. Please help. Firstly don't worry too much about the colour of your dress, by the sounds of it it is going to make it's own so don't try to match your makeup to your dress, except maybe your lipstick.
Second, get a good magnifying mirror and a sunny day. Step outside into strong natural light and have a look at your irises closely. Pick out all the minor colours you see in your eyes and use those as a basis for your eyeshadow.
For example I have brown eyes but have minor flecks of green, hazel, grey and bronze. I've found that golds, bronzes and shimmers work best for me.
The other tip is if you go for dramatic eyes go for minimal lipstick and vice versa never both. Keep mascara to your top lashes and eyeliner to a minimum to avoid the racoon look.
And finally just smile and be confident and you'll look great.
I think i kinda look like you from your description but what i would wear is a very light eye shadow maybe a light purple or just a sparkly tone
